Information for administrators of multi-employer plans with negotiated contributions

Please take note of the adjustments to be made to the statements for members and beneficiaries, as well as to a plan’s actuarial valuation reports, in accordance with the new provisions of the Act to amend the Supplemental Pension Plans Act with respect to the funding and restructuring of certain multi-employer pension plans.

Mr. Sam Hamad, Minister of Labour, Minister of Employment and Social Solidarity, has introduced a bill in the National Assembly to revise the funding rules for defined benefit plans in the private sector. Consult the press release (French only).

Bill to merge the CARRA and the Régie des rentes du Québec

The Minister of Labour, Employment and Social Solidarity, Mr. Sam Hamad, has introduced a bill in the National Assembly to merge the Commission administrative des régimes de retraite et d’assurances (CARRA) and the Régie des rentes du Québec. The new agency should be named Retraite Québec.

Notify us of your change of address as soon as possible. Even if you are signed up for direct deposit, be sure to let us know of any changes in your address. If you are not signed up, apply for direct deposit to receive your child assistance payments or your pensions under the Québec Pension Plan.

Parents will soon receive their annual child assistance notice

The annual notice specifies the amount of child assistance the Régie will pay you for July 2015 through June 2016. It also provides information on your family situation. Be sure to keep it! If you do not receive it by 26 June 2015, it may be due to a recent change in your family situation or address. Should this be the case, you must inform the Régie.

Pension plans with members in British Columbia

The Régie wishes to notify plan administrators that these pension plans must be amended to comply with British Columbia’s new legislative and regulatory provisions to take effect on 30 September 2015. The deadline for applying to register any amendments is 31 December 2015.

Update - Pension plans including Alberta members

In December 2014, the Régie informed the administrators that their plans had to be amended to be in conformity to Alberta’s new legislative and regulatory provisions. The deadline for submitting applications for the registration of amendments has changed again. The deadline is now 31 December 2015. Further to the gouvernement du Québec’s announcement to merge the Commission administrative des régimes de retraite et d’assurances (CARRA) and the Régie des rentes du Québec, we wish to inform you that Québec Pension Plan benefits and child assistance payments will be paid as usual. Applications received will be processed within normal response times.

If you are the beneficiary of a retirement pension, disability benefits, or survivors’ benefits under the Québec Pension Plan and you haven’t received your income tax slip for 2014, use our Request for an Income Tax Slip Duplicate online service to receive a duplicate by regular mail.

The Québec Pension Plan fund’s rate of return was 12,5% in 2014

Income tax slips for 2014

If you are a beneficiary of a retirement pension, disability benefits or survivors’ benefits, the Régie will send you an income tax slip that you must enclose with your income tax return. The statement indicates the amount you received as a beneficiary of a pension or benefits for the previous year.

Remittance of unclaimed financial assets from a pension plan

The plan administrator must remit to the Minister of Revenue any unclaimed assets of untraceable members, including any applicable interest for late remittance. A request for a waiver or cancellation of the interest can be made and will under certain conditions be taken into consideration.
