Ms. Francine Martel-Vaillancourt, FCA, ASC

In December 2010, the Cabinet appointed Ms. Francine Martel-Vaillancourt Chair of the Régie des rentes du Québec's Board of Directors. She is the first person appointed to the position under the Act respecting the governance of the Régie des rentes du Québec and amending various legislative provisions (assented to on 8 October 2009), her term of office begins in February 2011.

In addition to her bachelor's degree in actuarial sciences from Université Laval in Québec, Ms. Martel-Vaillancourt has a license in accounting and is a Fellow of the Ordre des comptables agréés du Québec.

During her career, Ms. Martel-Vaillancourt has worked for various departments and agencies as well a large accounting firm. From 2000 to 2003, prior to being appointed chief executive officer and chairman of the Board of Directors at the Commission des normes du travail, she was deputy minister at Revenu Québec. From May 2005 to September 2007, she was chief executive officer of Services Québec and sat on the Board of Directors, and subsequently held the position of deputy minister at Revenu Québec until January 2011.

Ms. Martel-Vaillancourt has been actively involved in various organizations throughout her professional life. She is a current member of several boards of directors, including those of the Centre hospitalier universitaire de Québec (CHUQ), the Centre de services partagés du Québec (CSPQ) and the École nationale d'administration publique (ENAP). She is also a member of an audit committee.

In June 1997, Ms. Martel-Vaillancourt received the CA Émérite award. In December of the same year, the title of Fellow was bestowed upon her by the Ordre des comptables agréés du Québec. In May 2006, at the YWCA Women of Distinction Awards, she was awarded the grand prize in the Public Service category.

Ms. Martel-Vaillancourt was also a recipient of the Hermès de carrière 2007-2008 prize, which is awarded by the Faculty of Administrative Sciences at Université Laval to recognize graduates who have had noteworthy careers or made significant social or academic contributions.
