According to several studies, Québec's retirement pension system, whose main foundations were laid in the 1950s and 1960s, is considered to perform well. The system relies on diverse plans and savings tools that provide a great deal of flexibility to the retirement benefits offered. However, the system is affected by some constantly evolving external factors, such as an aging population, economic and financial conditions, the large number of involved parties and increasing legislative complexity.

Following an overview of the system and its environment, the document presents various facts and issues that concern participation in retirement pension plans, their financing, risk-sharing within them and the factors that adversely affect the ability to build a retirement income that is adequate.
