The Régie des rentes du Québec is called on to contribute to the development of government policy with regard to social security. Its recently published study on the Québec retirement market makes it possible to identify the sectors in which coverage is insufficient for ensuring financial independence during retirement for Québec workers.

The study begins by recounting the history of retirement savings in Québec since the 1960s. The first part describes the public and private programs available to workers. It goes on to look at the growth in the number of participants and beneficiaries as well as the change in accrued assets.

The second part of the study lists the different types of private pension plans, both group and personal. For each type, there is a description of the options available in the event of cessation of participation or at the time of retirement, the target clientele and the covered population. The study also mentions worker investment funds, which may be group plans or personal plans.

Finally, the third part gives a summary of the extent of coverage of Québec workers by the various types of pension plans. The study gives both a quantitative and qualitative assessment of coverage. Although the results are estimates, they make it possible to single out specific groups with a view to improving their financial situation during retirement.
